Prepare Concentrate. Combine black tea and water; cover and steep for 4 minutes. Strain; discard tea solids. Allow to cool. Yields 11 to 12 ounces.
Tea concentrate yields enough to prepare two drinks. Ingredients can be easily scaled to yield desired quantities.
Drink Assembly. Place agave nectar in a small shallow dish. Pour Bourbon Black Walnut Sugar into a separate dish. Dip rim of glass in agave nectar, then dip and twist the rim into the sugar to coat.
Add concentrate, ice, vodka, and Irish cream liqueur to a cocktail shaker. Secure and shake vigorously.
Strain shaker contents into the prepared martini glass. Garnish with star anise. Serve immediately.
